Hazardous Waste Source Reduction and Management Review Act of
1989
- P2 Objective: Establishes source reduction as the preferred method of
waste reduction, and requires source reduction planning by Large Quantity Generators (LQGs).
- Numeric Goal: 5% reduction in hazardous waste in the state from 1993 to 2000.
- Assistance Offered: Establishes a program within the Department for the technical
and research assistance.
- Reporting Requirements: Source reduction evaluation review and plan, and review
and plan summary, hazardous waste performances report and report summary, progress report.

Definitions
Source reduction -- Any action which causes a net reduction in the generation of
hazardous waste, or action taken before the hazardous waste is generated to result in lessening of
the properties which cause it to be classified as a hazardous waste. This includes, but is not
limited to, input change, operational improvements, production process change, and product
reformulation. Source reduction does not include actions taken after a hazardous waste is
generated, concentration or dilution, shifting hazardous waste from one medium to another, or
treatment.
Large Quantity Generators (LQGs) -- Those generators who routinely generate: more
than 12,000 kg/yr of hazardous waste; more than 12 kg/yr of extremely hazardous waste; more
than 5,000 kg/yr of RCRA hazardous waste for which a treatment standard has not been adopted;
or more than 5,000 kg/yr of non-RCRA waste that contains metals or whose treatment standards
are based on incineration, solvent extraction or biological treatment.
