Definitions
Environmental Wastes -- All environmental pollutants, wastes, discharges, and
emissions, regardless of whether or how they are regulated and regardless of whether they are
released to the general environment or the workplace environment.
Pollution Prevention -- The employment by a business of a practice that reduces the
industrial use of toxic materials or reduces the environmental and health hazards associated with
an environmental waste without diluting or concentrating the waste before the release, handling,
storage, transport, treatment, or disposal of the waste. The term includes changes in
production technology, materials, processes, operation, or procedures, or the use of in-process,
in-line, or closed-loop recycling according to standard engineering practices. The term does not
include a method applied after the waste is generated.
Toxic Material -- Any of the following:
- A chemical substance in a gaseous, liquid,
or solid state that meets the definition of hazardous substance in the CERCLA in effect on
1/1/90.
- A mixture of such substances.
- An element, substance, compound, or mixture
designated by the commissioner as a toxic or hazardous substance.
