Toxics Use Reduction Act of 1989
- P2 Objective: Establishes toxic use reduction as the preferred method of
waste reduction, and mandates toxic use reporting requirements.
- Numeric Goal: Statewide goal of 50% reduction of toxic waste generated by 1997.
- Assistance Offered: Establishes the Toxics Use Reduction Institute at University of
Lowell, and the Office for Technical Assistance in the state environmental agency.
- Reporting Requirements: Annual Toxic or Hazardous Substance Reports; Toxic Use
Reduction Plan.
- Incentives: Award program recognizing toxics use reduction achievement.
- Funding: Toxic Use Reduction Fund, consisting of toxic use fees, penalty fees,
tuition fees, appropriations and grants.

Definitions
Toxic Use Reduction -- In-plant changes in production processes or raw materials
that reduce, avoid, or eliminate the use of toxic or hazardous substances or generation of
hazardous by products per unit of products, so as to reduce risks to the health of workers,
consumers, or the environment, without shifting risks between workers, consumers, or part of
the environment.
