Minnesota Toxic Pollution Prevention Act of 1990 (as Amended
1995)
- P2 Objective: Establishes a state policy on P2 and toxics, and establishes
mandatory reporting requirements.

provide on-site consultation and an information clearinghouse. Also provides grants to industry
for P2 projects.

Definitions
Eligible Recipients -- Persons who use, generate, or release toxic pollutants,
hazardous substances, or hazardous wastes, or individuals or organizations that provide
assistance to these persons.
Pollution Prevention or Prevent Pollution -- Eliminating or reducing at the source the
use, generation, or release of toxic pollutants, hazardous substances, and hazardous wastes.
Reduce, Reducing, or Reduction --Lessening the quantity or toxicity of toxic pollutants,
hazardous substances, and hazardous wastes used, generated, or released at the source --
including, but not limited to, process modification, inventory control measures, feedstock
substitutions, various housekeeping and management practices, and improved efficiency of
machinery.
Environmental Regulatory Innovations
Act of 1996
- P2 Objective: Promotes a Project XL permit that requires permittees to
reduce overall levels of pollution below what is required by applicable law, but which grants
greater operational flexibility. Policy goals include facility assessment, environmental
performance, and pollution prevention.
- Numeric Goal: None.
- Assistance Offered: None specified.
- Reporting Requirements:Permittees must meet specified criteria and submit a
progress report.
- Incentives: Reward facilities that reduce pollution to levels below what is required
by law. Consolidated permit saves facilities time and money spent on paperwork and
administrative tasks. Minimizes permit amendments.
- Funding: Assesses fees consistent with permits that the XL permit replaces.

Stakeholder -- Citizens in the communities near the project site, facility workers,
government representatives, business groups, educational groups, environmental groups, or other
