Definitions
Pollution Prevention -- Any practice which reduces the use of any hazardous
substance or amount of an pollutant or contaminant prior to recycling, treatment, or disposal, and
reduces the hazards to public health and the environment associated with the use or release or
both of such substances, pollutants or contaminants. This shall not include or in any way be
construed to promote or require substitution of one hazardous waste for another, treatment,
increased pollution control, off-site recycling, or incineration.
Recyling, Reuse and Source Reduction Incentive Act of 1993
- P2 Objective: To provide incentives for voluntary hazardous waste
reduction achieved via reuse, recycling or source reduction.
- Numeric Goal: None specified.

- Reporting Requirements:No requirement. Voluntary Hazardous Waste Reduction
Plans and Summaries.
- Incentives: Income tax credit of up to 20% of amount invested in capital which is
built/installed for recycling, reuse or source reduction. Also provides for refund/reduction of
hazardous waste treatment disposal fees for facilities that submit Waste Reduction Plans.
- Funding: Tax credits can not exceed $ 50,000 in 3 years. Fee refund/reduction can
not exceed 50% of total assessed fees. Fee calculation by formula.

Definitions
Source Reduction -- Any practice which reduces the amount of any hazardous
substance, pollutant, or contaminant entering any waste stream or otherwise released into the
environment prior to recycling, treatment or disposal. This includes equipment used in
technology modification, reformulation or redesign or products, substitution of raw materials and
improvements in housekeeping, maintenance, training or inventory control. Source reduction
applies to the reduction in the generation of waste defined as hazardous under 40 CFR
261.
