Definitions
Source Reduction -- Any action which causes a net reduction in the generation of
hazardous waste, or any action taken before the hazardous waste is generated that results in a
lessening of the properties which cause it to be classified as a hazardous waste. This includes
input change, operational improvements, and production process change. This does not include
actions that: are taken after a hazardous waste is generated; merely concentrate the components
of a hazardous waste to reduce its volume or dilute the waste to reduce its hazardous
characteristics; or merely shift hazardous wastes or releases of hazardous materials from one
environmental medium to another.
Hazardous Waste Reduction -- Any recycling or other activity applied after hazardous
waste is generated that is consistent with the general goal of reducing present and future threats
to public health, safety, and the environment.
Toxics Use Reduction -- In-plant changes in production or other processes or operations,
products or raw materials that reduce, avoid or eliminate the use or production of toxic
substances or raw materials that result in generation of hazardous wastes, without creating
substantial new risks to public health, safety and the environment. This includes: input
substitution; product reformulation; production modifications; production modernization;
improved operation controls; and recycling, reuse, or extended use of toxics in way that becomes
an integral part of the production process.
Class A' generator -- Generates 1,000 kg (2,200 lbs) or more of hazardous waste per
month.
Class B' generator -- Generates more than 100 kg (220 lbs) but less than 1,000 kg of hazardous
waste per month, and generates more than 1,200 kg ( 2,640 lbs) of hazardous waste per
year.
Large user -- Facility with 10+ full-time employees that is in the SIC Code required by the
secretary to report, and that manufactures, processes or otherwise uses: more than 4545.5 kg
(10,000 lbs) of toxic substance per year; or more than 454.4 kg (1,000 lbs) but less than 4545.5
kg (10,000 lbs) of toxic substance per year if that substance accounts for more than 10% of the
total of toxic substances used at the facility during the year.
