1988 Hazardous Waste Reduction Act
(as amended 1990)
- P2 Objective: To encourage voluntary' hazardous waste reduction and
substance usage, while requiring generators to plan for use and waste reduction.
- Numeric Goal: State-wide reduction of hazardous waste generation by 1995 of 50%.
- Assistance Offered: State offers advise and technical assistance, referral service,
education, and assistance in plan preparation and implementation.
- Reporting Requirements: Voluntary Reduction Plan and Executive Summary,
Annual
Progress Report.
- Incentives: None specified.
- Funding: Fees assessed on those persons submitting a plan, which go to implement
this Act.

Definitions
Hazardous Substance Use Reduction -- The reduction, avoidance, or elimination of
the use or production of hazardous substances without creating substantial new risks to human
health or the environment. This includes proportionate changes in the usage of hazardous
substances as a results of production changes or other business changes.
Hazardous Waste -- Includes all dangerous and extremely hazardous wastes, but does
not include radioactive wastes or substances composed of both radioactive and hazardous
components and does not include any hazardous waste generated as a result of a remedial action
under state or federal law.
Waste -- Any solid waste, any hazardous waste, any air contaminant, and any organic or
inorganic matter that shall cause or tend to cause water pollution.
Waste reduction -- All in-plant practices that reduce, avoid, or eliminate the generation
of wastes or the toxicity of wastes, prior to generation, without creating substantial new risks to
human health or the environment
